How would you open up a .pkg file?

I tried downloading Sniperspy on my computer but I couldn’t install it because I’m on Win7 and I can’t open the file (it’s .pkg format) can anyone tell me how I’m supposed to open it? What do I have to download?

it wont work its a mac installer. will not install on windows platform
